This comprehensive guide aims to demystify the concept of social value and provide practical advice to London’s micro, small, and medium-sized enterprises (MSMEs) on how to incorporate it into their business practices and tender responses. By doing so, they can seize new opportunities and differentiate themselves when bidding for contracts with London’s largest organisations, such as the NHS, Greater London Authority, Metropolitan Police Service, Transport for London, and University of London.
The Growing Importance of Social Value in Public Procurement
Social value has become a key factor in public sector procurement decisions following the Public Services (Social Value) Act of 2012. Public sector buyers must now consider not just the financial bottom line but also the economic, social, and environmental well-being that a supplier can bring to the local area. This means organisations are increasingly seeking suppliers who operate in a way that offers added value to society.

In this guide, we break down social value into four key themes:

The guide encourages suppliers to focus on a few well-justified and achievable commitments rather than trying to do everything at once.
Crafting Winning Social Value Responses
A significant portion of the guide is dedicated to strengthening social value responses in tender submissions. We provide tips on structuring responses, including outlining specific commitments, method statements, project plans, and monitoring and reporting processes. We also cover the do’s and don’ts of writing a strong social value response, such as making relevant and proportionate commitments, avoiding vague statements, and demonstrating how proposed activities relate to the specific contract.
Navigating Social Value Evaluation Frameworks
Additionally, we address the varying approaches used by central and local government when evaluating social value, including the UK Social Value Model and the National TOMs (Themes, Outcomes & Measures). Understanding these frameworks can help MSMEs tailor their responses effectively.
